To Türkiye

If you are flying from abroad to Turkey:

Although the number of private VFR airports is increasing in Turkey, for General Aviation, we mostly use State Airports. When coming from abroad, you should plan your entry point to be an International State Airport. The same rule applies when departing from Turkey. Additionally, especially during tourism seasons, we recommend checking the availability of parking spaces for busy airports.

Also, it is necessary to register your foreign-registered aircraft in the SHGM (Civil Aviation General Directorate) database before arrival. Details can be found below.

If your aircraft is registered in an ECAC (European Civil Aviation Conference) country, https://www.ecac-ceac.org/about-ecac/member-states, you do not need a permit for domestic flights; filing a flight plan is sufficient. In your flight plan, indicate "IFR routes @ VFR levels," but flexibility is allowed for shorter routes if radar services are kindly requested 😊.

Non-ECAC registered aircraft need prior permits for domestic flights.

Transponder Usage:
When entering Turkish airspace, you will be given a Transponder code. The same rule applies for domestic flights. The use of a Mode C transponder is mandatory (Mode S requirement is expected in the near future).

EXPECTED FEES

TCAA Registration:
If you plan to land at an airport in Turkey (even if just for refueling/technical landing), your aircraft must be added to the Turkish CAA database. This registration must be done at least 5 working days before the planned arrival. The registration procedure is conducted by authorized agents. AOPA Turkey has special arrangements for non-commercial small aircraft AOPA members. If your aircraft is less than 2,000 kg, our affiliated agent provides up to a 75% discount for registration. You can contact OCC@aopa.org.tr for details.

Ground Services:
There are several ground service companies operating at Turkish state airports, including TGS, Çelebi, and Havaş. As these companies do not have separate tariffs for small aircraft, they tend to charge high handling fees. AOPA Turkey is currently focusing on this issue and hopes to reach a solution soon. We currently have an agreement with TGS Handling. You can contact OCC@aopa.org.tr for details.

Approach Fee:
A fee is charged for all aircraft approaching State Airports. https://www.dhmi.gov.tr/Sayfalar/UcretTarifeleri.aspx

Landing and Parking Fee:
The State Airports Authority has a published price list, so please check prices and other airfield usage conditions for the airports you plan to visit on the DHMI website. https://www.dhmi.gov.tr/Sayfalar/UcretTarifeleri.aspx

If you are planning a trip to Turkey with 5 or more aircraft for more than 3 days, AOPA Turkey can arrange a special permit for exemption or up to a 75% discount on some fees such as approach, landing, and parking. It is recommended to initiate these preparations 90 days in advance.
